Dubai, UAE – In a significant step to strengthen government integration, a high-level delegation from the Dubai Land Department (DLD) undertook a working visit to the General Directorate of Residency and Foreigners Affairs (GDRFA Dubai) on Tuesday.
The delegation, led by Omar Bushahab, Director General of DLD and Chairman of the Board of the Mohammed Bin Rashid Housing Establishment, was received by Lieutenant General Mohammed Ahmed Al Marri, Director General of GDRFA Dubai.
The meeting, attended by senior officials from both entities including Major General Obaid Muhair bin Suroor, Deputy Director General of GDRFA Dubai, aimed to foster strategic cooperation and explore best practices in government excellence.

During the session, GDRFA Dubai presented a series of its pioneering experiences, with a strong focus on its achievements in digital transformation and the innovation of smart services. The delegation was given detailed insights into the systems that have streamlined service delivery for millions of customers.
A key area of discussion was the application of behavioural science in designing and enhancing government services. This approach, which places the customer at the centre of service development, is seen as a crucial tool for improving user experience and satisfaction across the government sector.
Furthermore, the visiting delegation was briefed on GDRFA Dubai’s advanced government communication systems, which are instrumental in promoting Dubai’s global reputation as a benchmark for government excellence.

Lieutenant General Mohammed Ahmed Al Marri underscored the importance of such collaborative visits, stating they are fundamental to Dubai’s culture of continuous learning and future foresight.
“Institutional knowledge exchange with government partners strengthens the ability of entities to develop high-quality services that align with the leadership’s vision and contribute to enhancing quality of life in the emirate,” Al Marri said.

In turn, Omar Bushahab expressed his appreciation for the distinguished practices showcased by GDRFA Dubai.
“This visit reflects the Land Department’s commitment to fostering government partnerships based on integration and knowledge exchange,” Bushahab stated. He highlighted that leveraging behavioural science in service design is a key enabler in Dubai’s ongoing journey towards excellence and innovation in government operations.
