Dubai, UAE – The General Directorate of Identity and Foreigners Affairs – Dubai (GDRFA Dubai) has entered into a strategic cooperation agreement under the “Pioneers for Excellence” initiative, with the aim of accelerating institutional integration and enhancing government performance across Dubai.
The agreement, signed during GITEX Global 2025 at Dubai World Trade Centre, brings together six major government entities under one banner of excellence. Participating bodies include the Legal Affairs Department of the Government of Dubai, the Dubai Government Human Resources Department, the Community Development Authority (CDA), the Awqaf and Minors Affairs Foundation, and the Dubai Sports Council.
The signing ceremony was attended by prominent officials, including Lt. General Mohammed Ahmed Al Marri, Director General of GDRFA Dubai; Hessa Essa Buhumaid, Director General of CDA; Dr. Louay Mohammed Al Balhoul, Director General of the Legal Affairs Department; Essa bin Nasser bin Natouf, Executive Director of the Dubai Government Human Resources Department; Ali Mohammed Al Mutawa, Secretary-General of the Awqaf and Minors Affairs Foundation; and Saeed Mohammed Hareb, Secretary-General of the Dubai Sports Council.
Boosting Government Synergy
The agreement seeks to establish a unified framework for knowledge sharing, capacity development, and the implementation of global best practices in public administration. A joint working team will be formed to oversee implementation, define performance benchmarks, and monitor progress.
The initiative will also include specialised workshops and training programmes aimed at strengthening human capital and enabling participating entities to achieve higher levels of operational efficiency.

Commenting on the partnership, Lt. General Mohammed Ahmed Al Marri said the agreement embodies Dubai’s forward-looking governance model.

Launched by the Dubai Government Excellence Program, the “Pioneers for Excellence” initiative is designed to support government entities through structured knowledge partnerships with high-performing institutions. The goal is to reinforce Dubai’s position as a global benchmark for public sector leadership.
By adopting an integrated digital and knowledge-based approach, the agreement solidifies GDRFA Dubai’s role as a key enabler of government transformation — placing people at the centre of service innovation and institutional development.
