Gartner Warns: Half of Global Organizations to Adopt Zero-Trust Data Governance by 2028

Dubai, UAE – By 2028, 50% of organizations worldwide are expected to implement a zero-trust posture for data governance as the volume of unverified AI-generated data rapidly increases, according to new research from Gartner, Inc.

Gartner analysts warn that organizations can no longer assume data is accurate, human-generated, or trustworthy. As artificial intelligence systems increasingly produce content that is indistinguishable from human output, enterprises face heightened risks to business integrity, financial performance, and regulatory compliance.

“Organizations can no longer implicitly trust data,” said Wan Fui Chan, Managing Vice President at Gartner. “A zero-trust posture that emphasizes authentication and verification is becoming essential as AI-generated data becomes pervasive.”

The firm highlighted growing concerns over “model collapse,” a scenario in which large language models are trained on data generated by earlier AI systems rather than verified human sources. This feedback loop could lead to AI tools producing increasingly inaccurate or biased outputs.

According to the 2026 Gartner CIO and Technology Executive Survey, 84% of respondents plan to increase investment in generative AI in 2026, accelerating the creation and reuse of AI-generated data across enterprises.

Gartner also noted that regulatory scrutiny is expected to intensify, with some regions moving toward stricter requirements for identifying and verifying “AI-free” data. These rules are likely to vary significantly by geography, creating additional compliance challenges for multinational organizations.

To address these risks, Gartner recommends appointing dedicated AI governance leaders, strengthening cross-functional collaboration between cybersecurity and data teams, updating existing data governance policies, and adopting active metadata management practices. Such measures enable organizations to identify, tag, and monitor AI-generated data in real time.

“Success will depend on having the right tools and a workforce skilled in information and metadata management,” Chan added.

Gartner emphasized that organizations able to implement zero-trust, AI-aware data governance frameworks will be better positioned to safeguard critical systems, maintain data integrity, and unlock sustainable value from AI investments in an increasingly automated future.
