Dubai, UAE – Pakistan and the United Arab Emirates reaffirmed their commitment to institutional reform and modern governance following a high-level meeting in Dubai.
Bilal Azhar Kayani, Minister of State for Finance and Railways and Head of the Prime Minister’s Delivery Unit (PMDU) of Pakistan, met with Abdulla Nasser Lootah, Deputy Minister of Cabinet Affairs for Competitiveness and Experience Exchange of the UAE.
The meeting focused on bolstering cooperation under the Memorandum of Understanding (MoU) on Mutual Government Experience Exchange, which was signed on June 16, 2025.

Minister Kayani expressed his appreciation to the UAE government for its “continued support and cooperation” in the partnership.
Both officials undertook a comprehensive review of the knowledge exchange sessions that have taken place since the MoU’s signing, including both in-person sessions hosted in the UAE and virtual engagements. They also took stock of the progress achieved and laid out an action plan for future collaboration across various government sectors.
The dialogue concluded with a strong mutual commitment to enhancing institutional reform, improving service delivery, and furthering modernized governance. Both sides agreed to maintain close coordination to ensure the effective implementation of the MoU, emphasizing the need for timely follow-up actions.

The meeting underscores the growing strategic partnership between the two nations aimed at leveraging the UAE’s expertise in government best practices to drive efficiency and innovation in Pakistan’s public sector.
