Dubai, UAE – Keolis Group has appointed Youenn Dupuis as Chief Executive Officer for the Middle East and Eastern Asia, a move that puts a long-time Paris-region transport leader in charge of some of the company’s fastest-growing rail markets.
The company said Dupuis will oversee a portfolio across the UAE, Qatar and China, spanning automated metro and tram operations as well as passenger rail work that includes the lead-up to Etihad Rail’s first passenger services, currently slated for 2026.
In a statement carried by regional media, Keolis international CEO Laurence Broseta said the region is “at the forefront” of the global transition toward smart, automated and sustainable mobility, adding that Dupuis’ experience managing complex networks made him the right fit for the job.
Dupuis said he is “honored” to take on the role and plans to build on Keolis’ existing presence while keeping attention on safety, reliability and the day-to-day passenger experience as new rail partnerships come online.
Keolis’ regional footprint includes operating and maintaining Dubai’s Metro and running the Dubai Tram through its Keolis MHI joint venture, while in Qatar it participates in the RKH Qitarat consortium responsible for operating and maintaining the Doha Metro and Lusail Tram.
